County supervisors stop progress on safe parking lot, continue advocating for camping ban


San Diego County leaders have decided to pause the creation of a new parking lot for people to sleep in vehicles until they finish evaluating the effectiveness of various homelessness programs. The proposed Willow RV Senior and Family Parking Project in Lakeside would have provided 17 spots and was set to open in a year.

The board of supervisors voted to delay the initiative for further review, citing the availability of other properties that could potentially help more people. The decision comes amidst changing rules surrounding homelessness, including a U.S. Supreme Court ruling allowing officials to clear encampments, regardless of shelter availability.

The county is exploring passing its own camping ban and considering the potential threat of fires from encampments. The vote directs staffers to continue with permitting and design for the lot but hold off on construction until a comprehensive review of all county contracts and programs is completed by September 24.

The project, estimated to cost $5 million with additional operating costs, aims to address the growing homelessness crisis in the county. The county is also working on alternative solutions, such as building tiny homes in Lemon Grove, despite facing community opposition.

In response to concerns from residents, the board approved a pilot program to expand homeless outreach in Lemon Grove without additional costs. The program will involve partnering with local officials and organizations to assist individuals living on the streets, with a progress report due in six months.
