Despite opposition from L.A. leaders, affordable housing in the Valley continues to make progress.


In the summer of 2023, developers proposed nearly 2,400 new apartments for low- and moderate-income residents in the San Fernando Valley under Mayor Karen Bass’ initiative to promote growth at affordable prices. However, most of these projects have faced resistance from homeowners who are upset about traffic, parking, and the disruption of their communities. The projects were proposed on land reserved for single-family homes, leading to heated battles in City Hall and the courtroom.

Despite facing opposition from the mayor and City Council, four of the developments are now moving forward after intense politicking and legal fights. These projects, totaling one-third of the initially proposed units, will provide much-needed affordable housing in a region where it is scarce compared to the rest of Los Angeles.

The projects were initially approved under the mayor’s Executive Directive 1, which aimed to eliminate zoning hurdles for 100% affordable housing developments. However, a revision to the directive prohibited apartments on single-family home sites, leading to further controversy and legal challenges.

While some residents and council members argue that these developments will disrupt the character of their neighborhoods, others believe that the city should prioritize solving its affordable housing crisis by allowing such projects to move forward. The ongoing debate highlights the tension between the need for affordable housing and concerns about neighborhood preservation and quality of life.

Despite the challenges, developers have expressed a commitment to providing affordable housing for low- and moderate-income residents in the San Fernando Valley, emphasizing the importance of addressing the city’s housing shortage and serving the “missing middle” of housing needs.
