The federal government has launched an investigation into California’s athletic governing body, the California Interscholastic Federation (CIF), for ignoring President Donald Trump’s new policies on transgender sports. This comes in response to Trump’s executive order titled Keeping Men Out of Women’s Sports, which has already faced legal challenges in New Hampshire.
In addition to California, the Minnesota State High School League is also under investigation for Title IX violations related to transgender student-athletes. Supporters of Trump’s executive order argue that it seeks to create a level playing field in women’s sports by protecting opportunities for female athletes.
Former CIF athlete Sophia Lorey, now an outreach director for California Family Council, expressed support for the investigation, stating that CIF’s policies have undermined the progress made by female athletes. The basis of Trump’s executive order is rooted in the interpretation of Title IX to protect female athletes based on biological sex, in contrast to the state laws in California and Minnesota that extend protections to transgender women based on gender identity.
The controversy surrounding transgender participation in girls’ sports has led to legal challenges and debates surrounding the interpretation of Title IX. While Title IX was historically interpreted to protect women based on their biological sex, the Biden administration expanded the policy in 2024 to include protections based on gender identity, sparking backlash and legal disputes. A federal judge in Kentucky blocked the Biden administration’s policy reinterpretation just before Trump took office, citing an overreach of authority.
