Mississippi state Sen. Bradford Blackmon introduced a bill called the “Contraception Begins at Erection Act” that would ban men from masturbating or engaging in sexual acts intended to prevent fertilization of an embryo. The bill imposes fines for violations, with exceptions for sperm donation and sex with contraception. If signed into law, the bill would take effect in July, although it’s unlikely to pass given the Republican majority in the state legislature. Blackmon stated that the bill aims to highlight men’s role in reproductive health, as most bills targeting contraception and abortion focus on women. Since the Supreme Court overturned Roe v. Wade, states have been increasingly restricting abortion access and contraception. By mid-2024, eight states had enacted or proposed restrictions on women’s access to contraception.
