La Jolla resident Chris Connolly has filed a formal appeal against a planned five-mansion development on the historic Foxhill property. Connolly, who lives next to the site, is concerned about the speedy approval process and lack of community engagement. The proposed project involves building five large homes ranging in size from 8,493 to 13,544 square feet on the property once owned by the Copley family. Connolly questions the need for such large mansions and believes they do not fit the character of La Jolla.
The La Jolla Development Permit Review Committee has also raised concerns about the project, asking the owner, Foxhill Invco One LLC, to return for further local review. The investment group purchased the property for $35 million in the spring. The project received unanimous support from the Planning Commission in September, but concerns remain about potential impacts on the community, including flooding, obstructed views, and road capacity.
Connolly and other neighbors are seeking more dialogue with the developer and a compromise that aligns with the La Jolla Community Plan. The appeal is expected to be heard by the San Diego City Council in the first quarter of next year. Despite the project’s similarities to a previous approved plan by former owner Doug Manchester, community members are urging for a more thorough review of the proposed development. Construction timelines have not been provided by Foxhill Invco One.
