California Legislature concludes session and begins new one


The California Legislature has wrapped up its regular session with a flurry of last-minute lawmaking. Governor Gavin Newsom has called lawmakers back for a special session focused on gas prices, despite the state Senate’s reluctance to participate. Senate leader Mike McGuire is working with Newsom and Assembly Speaker Robert Rivas on the issue, while Rivas is fully onboard. Major legislation was sent to Newsom, while some proposals fell by the wayside. Democrats passed bills to block revolts in conservative areas, while legislative efforts to address discrimination against Black Californians stalled. Republican Assemblymember Bill Essayli was shut down in the final hours after repeated objections. Energy and environmental regulations saw a mixed bag of results, with a bill to give electric bill rebates dead and a delay to a law requiring oil companies to monitor operations. Governor Newsom will have to decide the fate of hundreds of bills by September 30, including ones on affordable housing construction and fines for water rights scofflaws. The legislature will continue to be a hotbed of activity as legislative priorities are debated and finalized.
