Rancho Bernardo meeting to educate residents on city’s waste management fee proposals


Rancho Bernardo residents who missed recent workshops on the city’s trash survey and upcoming fee changes will have another opportunity to learn more at an upcoming virtual meeting of the Rancho Bernardo Community Council. Paula Roberts, president of Aqua Community Relations Group, will be giving a presentation on the city’s plans to charge for trash pickup and how residents can provide input on the fee structure. The meeting will take place on Thursday, Sept. 5 at 6:30 p.m. and a link can be found on RBCommunityCouncil.com.

Consultants are currently completing the first round of community outreach phases before the City Council sets a fee structure that will go into effect in summer 2025. The online survey, available in English and Spanish at CleanGreenSD.org, asks residents about their trash and recycling habits, as well as other services they would like to see offered. The City of San Diego plans to implement a trash fee following the approval of Measure B in 2022.

Currently, around 285,000 single-family homes and multi-unit properties are not charged for city trash service due to the 1919 People’s Ordinance. A cost-of-service study approved by the City Council will determine the fee structure and discount programs for lower-income residents. Charging for trash service could free up $60-80 million in the General Fund for other services, as customers can only be charged what it costs for the city to provide services under Proposition 218. Residents of condos, apartments, and businesses are already paying for trash pickup through private haulers.
