Three gang members are set to be sentenced for the robbery and killing of LAPD Officer Fernando Arroyos while he was house-hunting with his girlfriend. Luis Alfredo de la Rosa Rios, Ernesto Cisneros, and Jesse Contreras pleaded guilty to conspiracy to violate RICO Act, with a fourth defendant, Haylee Marie Grisham, also pleading guilty for participating in the robbery. The incident took place in South Los Angeles when Arroyos and his girlfriend were confronted by the gang members, resulting in an exchange of gunfire that fatally wounded the officer.
The defendants were found shortly after the incident, with Contreras hiding in his garage and a loaded handgun belonging to one of the suspects recovered at the scene. The defendants also admitted to committing armed robberies earlier that same day outside a bar in the same area. As a result of their guilty pleas, each defendant could face up to life in federal prison, with prosecutors seeking terms of 35 to 50 years for Rios and Cisneros, and a 35-year term for Contreras.
U.S. Attorney Martin Estrada highlighted the impact of gangs on the community and emphasized the need to prosecute violence against the community. The decision to take the case to federal prosecutors was influenced by opposition to no longer pursuing sentencing enhancements in gang cases. The tragic and senseless killing of Officer Arroyos serves as a reminder of the dangers faced by law enforcement officers and the ongoing battle against gang violence in Los Angeles.
